Let's look at facts, since facts are what matter.

Looking at the graveyard(which will almost undoubtedly keep track of "deaths" that mean a damn *ie those of people over the rank of "useless lowbie") you see that there are 3 Sylvan deletions and 2 Empire deletions.

You've got a rank 31 Sylvan and a rank 31 Empire...those cancel out. You've got a rank 40 Sylvan and a rank 40 Empire...those cancel out. So you're left with a rank 34 Sylvan ranger.

This is hardly hard proof that there is a mass exodus from Sylvan to Empire.
