I recall when I first started playing a mage, back when mages were just mages, I would stack up with dam gear out of shear ignorance. It didn't dawn on me really that I should covet items other than what the majority of the player base wanted.. big dam items. I think everyone can recall similar circumstances, so that, plus the record of the Immortal staff to remain consistant in their assurance of the quality of the game.. makes me doubt that it works across the board affecting everyone without enhanced with a dam above 20. Especially since there seems to be some headway to make CF more newbie friendly.. I would err on the side of the Imms here and give them some credit that this was more thought out than a blind game mechanic.
