First time around I said this; emphasis is mine (being mine now, not me an hour ago):

As far as I know, all spells are straight up percentile checks for the purposes of whether you will cast the spell or lose concentration.

Assassinate is not a spell.

Whether a spell does what you want it to (e.g. blindness blinding the victim, power word kill killing the victim) is, yes, a function of saving throws and such. Whether you cast the spell successfully or lose concentration does not involve these things, which are a straight skill check.
