This can be true, but it also depends on the availability of mortal leadership.

This is a misperception, at least regarding rebellion.
They love power hungry back-stabbing bastards.
'The smallest problem' could be another matter.
Characters can be kicked for a variety of reasons,
many of which can seem insignificant to the player.
The three best pieces of advice I can give to avoid
'the smallest problem' in Empire:
1) Never attack a Bloodoath
2) Never appear weak on the Cabal channel
3) Constantly endevour to keep all the Emperor's Toys in the throne.
