I have played two muters and I think it will be reduced the more time you spend in your form. Guess it is one way to see if you have improved in your form or not. But, what do I know really? I think the cost for my major form at first was 80mana/tick, now it is 25mana/tick I think. Though, I could be complete wrong, only the Imms know. :)
