Primarily, but not exclusively. Check out the first sentence of the help file and think about that for a while.

On a separate point, worldbind does not affect servitors. I've always been going with the assumption that an angel or devil or what have you intrinsically has the powers it uses without needing to rely directly upon a greater divine/infernal/abyssal agent.
