When Vilhazarog originally proposed the Empire and Sylvan Warder cabals (I helped him flesh them out and later Cador, Nepenthe, and others made them more Roman-esque) it was first going to be the Empire of the Underdark. He wanted a cabal that was an evil alliance of the races dwelling there (the Drow, the Duergar, etc). We didn't have the area structure (ie Underdark hometowns) to support that set-up, but the idea was popular enough that it's spirit was adopted and it became the above-ground version you see today.
