It was set up that way originally as a game balance issue
and, as necros seem to be kickass killing machines, has
been left that way. Best guess, and IMO, great balance.

While I wouldn't recommend asking an Imm to 'justify' game
balance issues, if you need some kind of explanation to
cling to, try this:

The undead have no natural resistance to summon.

Think of Liches as Liches in this sense and not undead
if you need to. Throw in something like willpower if you
can't think of zombies without appling and oranging servitors
into this. Assume zombies just have the lowest morale ever.

Anyway, wild guess and justification from a passerby.
