When there is a clan chief, I assume one of his powers is to be able to raise morale of the members of his clan. Is this going to be an area or global effect? Actually, I don't expect an answer to that question. I do wonder if perhaps all the members of a clan can group together no matter the level, but no level 50 pking level 15, but the presence of the elder can certainly effect how well his clansmen fights. Otherwise, how is the chief to raise the morale of the young orcs?
