It is possible that such a situation could occur, because:
a) all entries are judged 'blind' (that is, the judges don't know who created which entry), and
b) a given artist may submit more than one entry.

Of course, the artist would have to submit three entries worthy of winning prizes, but I'm sure there are people out there capable of doing just that.
