I love the premise it makes it a lot more realistic. I can't think of any city (well not to many) that wouldn't consider one a criminal for killing all thier guards. One thing though if this is going to be hard coded I'd like to see the guilty one be able to pay a fine to get off or possibly pay a bribe to have it overlooked....
