From a mechanics perspective, camouflaged is just a flag, same as invis or haste or whatever. If a mob is specified as having that flag, when the mud loads a copy of that mob, it automatically gives it the camo flag.

The camo *skill* that rangers have basically just sets the camo flag on you when you do it, but it first checks to make sure you're in an appropriate room-type. The flag itself however, is just a flag, and can exist anywhere. A mob could be camo in mid-air if it was so specified in the area file.
