Ok, if you can camp, a place is absolutely wilderness. No question there. You can only camp in forests, hills, and mountains I believe.

It was my understanding that wilderness also encompassed places like frigid and underwater areas for the purposes of "wilderness %" even though a ranger didn't get the bonuses to dodge and such while in such areas. I believe Malaglen posted his experiences with this matter shortly after deleting, and I'm inclined to trust his perspective.
