That the Hall was destroyed once before and came back "anew". I doubt that the Hall will be back in its previous form but some form of law enforcement likely would be. They might as well just make flags automatic when you attack in the city, beef up the cityguards, and be done with it so people will stop bitching.

As for your question, just because there is no universal law, doesn't mean that there isn't city law. Just think of people being wanted in the cities for breaking a city law. Murder and robbery would be illegal just about anywhere.
