<br>Hell, even the liberal spender in the White House, GW, has stated publically on several occassions he isn't in favor of selective taxes like cigarette taxes. Furthermore, this bill was proposed by the Democrats. Charlie Rangel even came out and said "A veto on this bill would be a Democrat victory", whereas Bush is in favor of SCHIP but he doesn't see why :
