Basically this guy was 17 and received oral sex from a 15 year old who was drunk, along with a bunch of other guys. They taped it. That behavior was, at the time, illegal, just like if he'd been 30 instead of 17. What made it "tragic" (for Wilson) is that the state legislature had just changed the laws such that his behavior would *not* have been illegal, but the law was changed after the incident took place.
