The fact that you have either ignored Bush's reasons for vetoing the bill or not bothered to find out what they are is an example of your own cognitive dissonance. All you see is "Bush veto on Child Healthcare bill", not "Bush willing to pass bill without cigarette tax so long as it actually covers poor people". You've already excluded the latter from your thought process.
