<br>Perhaps the nexan was busy with the veil or something, or just didn't like those imperials. Perhaps the imperials had their own RP related reasons for not enlisting others.

<br>First of all, empire and tribunal isn't the same cabal. Sometimes they work together, sometimes they don't. A ranger tribunal might not be the best of friends with imperials in general.

Most of these are probably just former group members of some random leveling group. They certainly have little incentive to join a dangerous undertaking.
