I have 22 legionaires right now, and could build about 10 more tomorrow if I had to. Not sure what the break would be on 30 vs. 90, but I know clubbies are weak on defense. If he attacks me back he won't get much. I have a level 10 cranny. Even with Teuton bonus, I can stay below 750 except for approx. 6am - 8am. Also, I keep my troops out of my village 24/7, so hopefully I could avoid him ever catching me at home.
