You can usually find them where you normally find rangers ranking. There is also a nice chest in Mortorn, but if you get blackjacked most thieves try to steal it because that's where your protections tend to be. And people sometimes grab chests when you die because of protections too. So I usually keep things I really want in a normal looking sack.
