With edge points becoming more scarce, I'm not sure if it's as good of a deal as it used to be, but you can still get it at 15. The only times I've seen it is when I've got at least one of the bonuses from having 5000 exp xp or 10000 obs xp pre 30. You can do both of those by 15 but it will take looking at all the low level stuff you can find pre 5, and then when you get to 15 hitting up planar sanctum, HTOS, every boat in hamsah seaport, and probably just a smattering of a few other random places.
