Dex changes

This change had some significant impact on dexy races (so assassins by default).

Also from what I gather, axes, maces and polearms became easier to dodge. That was a second positive change for assassins. Back when I played actively a mace-wielder or an axe-man was feared by assassins. Not so much these days, I guess?
