PK range is based on level +/- 8 AND EXP range. I don't know exactly how the range is set up, BUT it does work somewhat like the level. This is why an EXP penalty based on class/race makes your character has higher level pks than a human warrior who has no penalty. But at the same time the bottom side of that range is also higher in that a storm paladin didn't have low EXP class/race combos at the -8 level range since it moves with it. This also means, however, that if you get an EXP hit from death, you will get MORE people, such as humans, possibly get in your range at the low end, meaning below your level. But you will also possibly remove people from the high range (+8 levels) since your exp may go below THEIR exp threshold for PK. If there was a change it was well over 10-15 years ago. This is really hard to explain making sense so maybe an example.
An example is you have a level range of others 8 levels below you and 8 level above you.
Then you have an exp range, let's say 20,000 exp above you and 20,000 exp below you.
If another player matches both of those they are in PK.
So let's say when you take an EXP loss you go from 100,000 exp to 80,000 exp. Your range was 80,000 to 120,000. Now it is 60,000 to 100,000. This means high penalty enemies might drop out of your pk range and lower level low penalty players might show up.
