You have now answered your own question about why people choose throw edges instead of anything else. Remember, CF still boils down to two issues (1) perma-lag ability and (2) actual damage output. Throw edges essentially give you the two in one package.
I shall now go on a tangent about why I think DEX changes ruined the state of CF PK. Dex characters have gained pluses in (2) while decreasing the minuses of (1) via evade. Throw in the usual old STSF and a spicing of other variables, and boom. Dex is king. Same goes with assassins. Any skill that permalags with lethal damage output equates to high killing effectiveness (similar to savage feeding for orcs). It's why so many warriors run flails now. You rid yourself of (1) while being able to up (2) to a lethal amount to compensate.
That said, I think the DEX changes would be fine in a larger player base. (1) becomes a much higher priority over (2) in group fights. Thus, Dex advantages would be severely diminished.
Just my own two cents / rant about why I think PK'ing sucks these days, amongst other reasons.
