The more skilled players don't drop full loots because they don't feel the need to add a couple inches to their e-peens. If you have the need, go ahead and start a loot war with them and you'll ultimately screw yourself because they're better than you and karma is a bitch. But by all means, go for it.

Full looting noobs with shit gear, though... That's just another nail in the coffin for the game since it's much easier for them to walk away from griefing shitheads in a game they haven't committed much to.
