At it's heart, a lich quest is the same as a mummy quest.
Get given a list of items to find, make sure you find the right items, and then roll the dice.
The only difference is that each lich quest has unique items. But that's basically restringing stuff, which low level imms can do.
I'd be shocked if there wasn't code to in place to streamline the lich process. It may well be that only high level imms can put it in motion. But I think the reason for that is more likely to be because they want lichdom to be a reward for outstanding players/they don't want a bunch of liches running around. Not because of an inherent difficulty in the process.
