Let me set this up...
1. Someone mentioned that new things on the game will keep people interested and (hopefully) draw new people in. Although in fairness someone said new isn't necessarily better.
2. I mentioned and a few people who frequently post good stuff on here mentioned that they have been denied the heroimm. No one has said why. But I feel like those people probably have the same interest in myself in seeing CF be better and increase playerbase somehow.
3. Someone else said we have 2 imms that can code? And other imms would need free time to learn and practice (I would assume), watch their cabals, and make sure none of us are misbehaving.
I suggest this...
Starting on seniority of time played (or hell alphabetical last name) what if people were given the opportunity to either design a new area or revamp a current one? This would rotate through everyone who wants to participate. It could go live for two months then disappear. So let's say I am allowed to put together an area and it runs Jan Feb. Then Learrist does one Mar April. Then Shaapa does one May June..
What does this do? Well, it lets those of us who want to help out do so. It adds a new area to the game temporarily for two months. So people will hopefully be geeked up to check it out. It makes vets excited about contributing or exploring. It frees the current imms to do what they want to do if that is NOT area design. That could be immteraction, running a cabal, running contests, learning to code. Hell, maybe one of them wants to have a date night with a spouse. The possibilities are endless!
What if there are a bunch of us who want to do it or this takes off like a rocket? Great questions. The answer is go two at a time but staggered. It will look like this.

Learrist Feb March
Shaapa March April
Matrik April May
And so on. A new area to check out every month? A dozen of us getting to help out our game? Come on now. This idea is GENIUS.
Would this draw in players? Would players come back for this? Would the itch to roll something and explore (or murder people exploring new places) be there? What do you guys think?
