But from what I do know a scarab spy doesn’t make a lot of sense to me.

To me, They’re religious fanatics who believe they know the truth of it all and the rest of the world are blinded morons who are beneath them. Their beliefs and wicked ways make them arrogant and eccentric and likely don’t give two fucks about those who are beneath them.

So why would they care about spying on the empire?
