I will refrain from making fun of you since I assume the subtlty is lost in translation. Permalag is permanent command denial. Not command denial until death. Not command denial at the moment of death. Not command denial for a few rounds. Not command denial for an arbitrary number of rounds that it takes to kill someone.
Let me draw an analogy for you. Triangles do not exist in a perfect form, yet you can still call shapes you see or draw triangles. The triangle is an abstract form which reality can only approximate. Theoretically a triangle CAN exist and therefore geometry works as a system of math and science.
Permalag does not exist in the perfect, abstract form that is the concept. Yet with trip + cheapshot, you can approximate it. With bat you cannot. Tripping someone and killing them within the trip lag is not an approximation of permalag because the person would have a 100% chance to get the next command in provided they did not die or their connection did not slow down on them.
Hopefully I've helped you to understand this moderately simple concept.
I recall Sam or perhaps Jalim posting a ridiculously long log of someone being perma lagged. I want to say something on the magnitude of 80 rounds, but the melee damage was not enough to do anyone in. Eventually the lag chain broke and the bard(?) fled, yet it was still an approximation of perma lag and can be called such.
