Was having a good discussion on Discord about legacies and wanted to hear other people's thoughts.

If you had to rank legacies in terms of their strength, where would you place them? Lets assume Tier 1 is best and Tier 5 is the worst.

As an example, this is how I see it. I'm no expert on warriors and am mostly basing this off of what I read on forums and who I see dominating in game.

Tier 1:
Striking the Shadows Footfall
Cry of Thunder

Tier 2:
Greeting the Avalanche
Gates of the Forge
Space Between Heartbeats
Trapping Beneath Thunder
Landslide of the Second Breath
Enigma of the Thirteen

Tier 3 (most of these feel like good legacies, but are more defensive in nature - which in a PK game naturally feel weaker):
Autumn Harvest
Maelstrom of Veils (this could maybe be higher)
Fires of Adversity
Flow of Shadows
Hour Past Midnight
Calming the Tempest
Riddle of Resilience
Soul of the Mountain
Whispers of the Great Siege
Fluid Deceptions

Tier 4:
Vanguards Desire (good for PVE)
Fist of the Titan
Ward of Blades
Dance Upon the Southern Wind

Whirlwind of Steel
Harmonious Equilibrium
Surrounding the Sunrise
Balance of Sisters

Tier 5 (aka trash):
Renewal of Spring
Outcry of Steel
Place of the Raging River
One with the Shadows

Incarnadine Wave
Mercy of the Typhoon
Chilling Embrace
Fortress of the Spirit



Open to discussion - are there any legacies I've ranked low which are much better than they appear? Any over rated ones I've place near the top?
