As a perennial non-due rear warrior player, and law cabal player, maelstrom allowing me to hit everyone hiding from me I would put tier 1, add in being effective post blind/dirt... There have been builds I just could not force myself to NOT take it.
And recently, with me just not having the time to take part in most of hero range rp and pk struggle, I've been reconsidering the most boring of all legacies.....the flat +8 damage.
Without lots of lim gear, which I never get cause I don't play enough...I can reliably expect 40-44 or so damroll with berserk up at hero. Sure, I'm often over that...but that's until hoarding code hits me....which it will.
8 more dam on top of 40-44 is an increase of over 18%....on every hit.
Let's round that up to 20% boost in damroll. Now, I get that doesnt boost damage output by 20%....
But (and here I am guessing,because it's been 15 years since I knew this stuff)...let's say I normally hit massacre/mangle on non-vulnerable non-resist. If that is about 50hp a hit...+8 is a 16% boost. (Or if mangle is 100, it's an 8%) .....on every hit, on every mob, in every fight, the rest of your character's life...every successful mob fight will be 8-16% shorter. And if you are soloin to hero cause you have no friends cause you rarely can log on.....that could be a savings of 30 minutes of combat per level, at least.
Add in the super heal....and it can make end game solo mob content so much faster.
No....not flashy....but active on every swing, every figt, the rest of the char....I have to think that adds up to more bonus than the warcry legacy.
