I think if you take the legacy designed for exotic weapon use, you can use all exotic skills well without lots of spam?

Elf is good though, certainly for certain enemies. As Tsalantha (highly charged up ap) the one combo I felt would most threaten me was two legacy elves wielding exotics to lag me out.
