You seem to be suggesting the solution to some edges being too good is to make edges scarce.
I would argue that regardless of the number of edge points, the solution is to balance the edges better, whether that be by cost, or by reducing the effect of the edge.
And that later arguably needs doing anyway so is independent of the question of how many edge points you should get.
After all, unholy slavemaster was a great edge that got nerfed into oblivion. It should be somewhere in between. (Our maybe the lashes of the slave skill itself.). Synergy of suffering got hugely toned down. With Victoria I regularly hit unspeak with it. With tsalantha i can't even remember an erradicates without hitting a vuln. That was a good change, although now it's hard to tell if the edge does anything at all. So again, I'd probably have nerfed it slightly less.
Also re the behaviour point, unfortunately rewarding behaviour tends to be inequitable at character level. Imms implied they would be giving out more imm exp but actually it's probably less. Partly this is because they stopped giving out huge amounts for minor things which is good, but partly it is because they simply don't have the coverage.
