Anecdotally, the entire playerbase has been complaining about how powerful the dexterity changes from a decade ago were. Thanks to McBeth we now have dozens of logs of data.
With 18 Strength, and wielding a dagger you've got Drissa parrying like a champion. Characters that should have been able to hit her couldn't. People could not hit her. An entire warrior build illegitimate because they aren't an elf or delf?

With 24 dexterity, Drissa should be (and according to logs is) winning the dodging game. Drissa also wins the evade game because of dexterity. I'm not going to get into that. According to your helpfiles and explanations she should not be winning the Parry game. From the logs provides, I recommend taking a hard look at "parry". It is not balanced correctly.
