Scarabs aren't at war with anyone per se, but they do have issues with many things that we might consider to be morals. They believe that the maran (within the fortress cabal) are particularly offensive as a result of their way of life.

However, within that framework there's a lot of flexibility. My scarab leader drifted towards scarab as a result of people turning against her for her use of torture to try to find information connected with her past.
