For PvP you are taking bladed barrier, shield flurry, and striking shield on both builds (I could see an arguement for shield charge on a stormie, but that only affects damage and not lag as far as I know). PvE is probably different as shield jab lag is not important. Probably swap striking shield for shield riposte.

When it comes to tankiness, I guess I am a bit confused. Storm.is hugely tanky with better hp and resist physical. But if you are counting with healing (why you mentioned Mana pools) it's a whole lot closer. Elves get boned with iron vuln too. On my last elf paladin I was still taking Dismembers + through sanc.

In regards to the paladin doing damage i would have to go with the elf. I am pretty sure dex helps shield jabs and swiftstrike will leave storms in the dust.
