When an area is replaced, the replacement area usually occupies the same vnums, so the old area is completely moved offline in the process to avoid conflicts. You'll notice sometimes you already have items from the new area in your inventory when that happens, because those items just undergo cosmetic changes in the switch and aren't removed.

CF admins will keep the area if it is complete and has already been released to the public. They wouldn't pull the area out unless the area author explicitly told them to. I can't think of any reason the author would ask them to remove it, since you can't easily just reuse many of the area assets in another mud without a significant rewrite, and a large majority of areas currently in the game are from ex-imms that haven't played in years or decades.
If the player leaves while their area is still in development, it will get likely removed. Other imm are probably not going to want to take on the task of finishing your area for you. Most heroimms that washout had some kind of area in development when they departed, the game would have run out of vnums long ago if those half-finished areas were not removed.
