I'd recommend Elf over Storm/Dwarf due to the high dex to allow them to evade directed attacks (recommend taking evasive edge as well), and extra mana to ensure they can continuously spam heal if necessary (most of the other builds mentioned can't heal in combat, meaning your ability to tank will always be limited). Temperance would also help against riposte/concealed/etc since you'd only be getting about 2 hits per round.
Shield ded over other paladin builds because they are better melee tanks against the largest possible weapon combinations, all else being equal. They can also block breath attacks if you're hoping to tank big mobs. Angelswing also boosts your tanking ability, since it completely blocks one full melee round and can be used every two rounds. This essentially halves whatever your fighting's melee ability.
Temperance virtue isn't a guarantee, but even without it you'll be a ridiculous tank from lvl 1-51. There will probably never be a period when you aren't the best possible option online, in your range.
