1. Then don't get made anathema - hand your shit over like a good little RPing member of the Empire and move on with life.

2. Disagree completely - I've played characters who were purposely meant to be assholes and they weren't even evil. In fact one of my past favourite characters was a Fortie who did genuinely good deeds, fought to protect the defenceless, etc, but in doing so it had made him a twisted, bitter asshole. Was fun telling all the holier than thou Forties where to stick it.

What I think you're trying to say is there's a difference between being evil and griefing. The difference where the motive comes from, is it OOC or IC. Griefing is someone purposely trying to upset the player behind the character, like multi-killing or full looting as PacMan said. In this case it MIGHT be griefing but you don't know that and shouldn't assume it. It is more than likely a powerful Imperial demanding valuable goods for their own personal greed, benefit and evil desire from those that serve them.
