Find any individual in a cursed area, and you can hound them relentlessly, wiht minimal risk as you can always fly up into the skies if it goes bad.
Adding in bloody pecker is good because, well, blinding people is useful for a number of reasons. (I don't remember, but I think it is a 1 hour, not a 0 hour like dirt kick) And they'll have a harder time actually escaping you if they have to do it on foot while blind.
And the speed of the humming bird means even if people run from you, word/teleport, you can usually cover almost all of thera fairly easy, so they really don't have a lot of great escape options when you're on the hunt for them. If you have a water form, they really would not have many viable escape avenues/safe spaces.
You just have to realize you won't be two rounding people, but you will be able to kill them if you persist in hunting them down.
I never worried about hummingbirds because bard > tanky shifter cause of unavoidable songs, but for a lot of people a hummingbird that is a persistent hunter can be hard to deal with, especially when prepped up. If you have another form that synergizes well in offensive output, the shift, flyto/peck, shift will make people's lives difficult.
