That was not my experience with this combo at all. I had very good results with lagging players. So much so I chose to open with bearcharge on people I was pretty sure I would out melee just so they would not flee immediately after a big ambush.

While cloud giant may be okay, I'd argue that a high-dex race wielding defilement daggers or a giant sword spec wielding wrath swords would have a pretty easy time killing the cloud giant.
Sure, there are lots of combos that I could come up with to kill just about anything. Thing is rangers choose their fights, if you get yourself into a fight with someone wielding weapons your vulnerable too that will out melee you, then your just not playing smart IMO.

For deadliest, I'd choose felar or wood-elf for the race, marshdweller for the terrain. You get cloud of mosquitoes, swampmire, and a staff that plagues, poisons, and damages. Beastmaster and Animist for cloud of wasps. Waylay for massive damage, call wasps, mosquitoes, and either wolf call or vengeance depending on expertise. Soon as they flee, call lightning. That's deadly under the best of conditions, and I'd take that over cloud giant savage any day.
Thing is, I look at deadliest as most likely to/capable of racking up a high kill count. I agree that there are other ranger combos that might be "stronger" over all, but under most circumstances I don't think they will get the same number of actual kills. Just like there are warrior combos that might be better or stronger over all then a giant sword with greeting but when it comes to deathfulness the giant w/greetings is still going to rank right at the top. Your ideas while all possible require a lot more in the way of luck and skill then straight up out meleeing and lagging someone.
