In no way can(or rather should) someone be warranted for doing anything outside the city. You give sanc/songs/whatever to anyone you want outside a city. The law has no jurisdiction outside of the protected cities. It is ignorance to think otherwise. There is only a very limited and niche exception to this, which none of these examples included...
