I haven't been keeping record of it, but it usually requires 90 in all thrust/pierce/slice/polearm/spear. After that, I think you need 95 in maybe one or two and it shows up.
As for the felar comment since they're not allowed this edge, I believe that they are not the weakest anti-paladin but I do believe they are the hardest to get there. Their spells suck, their strength sucks, getting felar-only gear is *not* easy, and they lose out on a lot of great tactics because of their loss of dual-wielding. Great example is faceslash - no one in their right mind would use a dagger mainhand as an unholy because they get parried/dodged like crazy, and yet you can't midfight switch from dual wielding a mace/dagger to use either crippling/face. And sometimes the only way to deal with heavy defensive characters is to land sleep or lowering dexterity - good luck landing either with a felar. Your main weapon (spear) which gives you a bonus is a huge disadvantage because you can't vault people you don't really sleep, which you won't land much with that crappy intelligence.
But assuming you land all the felar-only gear, you get 30-50 charges, you'd be pretty mean because those extra claw attacks would hurt. I just would hate to get there....
...and yes I've done a felar anti-paladin and man did it suck.
Also, just as an aside...."weakest" anti-paladin doesn't really make sense in a general context. Some would say drow APs are weak but obviously after enough charges, lashes is king. I'd definitely put felar anti-paladins into the "weakest" to getting charges, but they're a lot higher than other races once they get up there.
