Could someone explain what this means:

[Lv Cla Echelon ] Name Donations Don Req Lvl Req
------------------------------------------------------------------------
[?? XXX Bloodoath ] Carrot : 45000 coins No Yes

Also, does it take the Empress to make a bloodoath a citizen...after that how do promotions work? I guess I am looking for a brief updated Empire FAQ

Any imperial citizen can Bloodoath. Only those above you (in-sect) can promote.
