Imho, this is false. You skill gain in cleave twice because of this...

The first skill gain from a successful cleave, and a second skill gain 'learning from your mistakes' when you fail to cleave them in half.

Take that how you want, but to me that says it's checking the skill when it tries to go for an instant kill.
