I don't think it is a question of why the character couldn't as any character can receive lots of IMM comments, I think it has more do with the fact that the player did nothing to help get noticed. As per the deletion thread:

"As is pretty typical with my characters, I don't really make much of a mark, so I get to feelin' lonely. Heh. One of these days maybe I'll get a clue :)"

The character did not receive any IMM experience, did not to my knowledge follow an active IMM religion, was in cabal that does not have very active IMM leadership, and while the character might have been a good RP/PK if no IMM's ever bothers to look at you no one will ever know. Guessing this is just a case of a good character that no IMM had any particular reason to ever watch and did nothing to get someone interested in watching given they had no general reason to be doing so.

Compare this to Nih, he was an empowered character which guarantee's some interaction, won a role contest, received a tat, was a cabal leader, had three virtues, etc, all these will lead to at least a couple IMM's paying attention to the character from time to time and thus lead to more comments.
