Should you stop leveing at 10 all together?

Is it frowned on if you keep leveling when you can't get an audience for several days? Or frowned more on to stop things that would level you? I know you are supposed to find the shrine, pray there, and play your role, but it seems that it is a collasal waste to do nothing. It also sucks to have 15+ levels in a class when you still can't use anything above rank 10.
