I would imagine you could get all of binder and UP TO cheap shot *at hero*. I know it's vague but honestly you should expect your skills progression to go way out of whack if you take cheap shot early.

Cheap shot is nice but it doesn't have the success rate of the old days when, while it was perfected, you could permalag shielded vokers into oblivion. You're basically praying for it to work when your opponent drops below 40% HP. Without parting block (which is also crap) your more experienced opponents are usually just happy when you have cheap shot because it means you're going to stick around. They just wait for it to fail so they can bust out that high damage skill that will finish you off.

In other words it's not a strict necessity and you may be able to get more mileage/utility out of another path as well so keep it in mind.
