I've never been led to believe that ANY stat modifies shield block chance.
Of course, who knows - the imms made is so that STR modified parry and i don't believe anyone knew that until the conspiracy board came up.

It would be nice to know if a stat does modify it so can better understand the balance of choice between storm and elf shield paladin.
