Cleave and PWK work (though there is a no-instant-death flag on powerful mobs), but rot hasn't in years.

Source: I asked the same question back with my first shaman. I think it was Nep who said that although pwk and cleave have a chance to kill mobs, things like hell mobs had already been marked with immunity to these skills and that rot had been made not to work (although it does prevent regen)

The only stat I've seen that does affect mobs is dexterity.

Note: Guild and Cabal guards have that no-instant-death flag as well. -nt-
